How grab rails are funded in Australia

Most people don't pay for grab rails out of their own pocket. They're funded: by NDIS, by My Aged Care (CHSP or Support at Home), by Victorian state schemes (SWEP, TAC, WorkSafe), or by DVA for veterans. This page walks through each, in plain English, with a link to the official source for every figure so you can check it yourself.

NDIS in detail

  • Grab rails are minor home modifications under NDIS rules: changes that are straightforward and don't affect the structure of your home.
  • The NDIS doesn't usually need a quote for minor home modifications at all. You do need to provide one if you live in a remote or very remote area (MMM6 or MMM7 under the Modified Monash Model). Complex home modifications are different: they need two itemised quotes or a cost estimate.
  • The OT typically writes a scope of works, which the installer quotes against.
  • The NDIS will only pay for home modifications completed by qualified tradespeople, so ask any installer what trade qualifications they hold before you book.
  • Participants who are plan-managed or self-managed can use any provider, including work arranged through GrabSafe.
  • Participants who are NDIA-managed (the NDIA pays providers directly) must use an NDIS-registered provider. Our partner installer isn't NDIS-registered, so we can't take NDIA-managed work. Your support coordinator or LAC can point you to a registered provider, or you can search the NDIS provider finder. If that changes, we'll say so on this page.

My Aged Care: CHSP vs Support at Home

  • If you (or your parent) are over 65 and don't need ongoing daily support, the entry-point is CHSP, the Commonwealth Home Support Program. CHSP covers home modifications, renamed home adjustments from 1 July 2025, up to A$15,000 per financial year. Grab rails sit comfortably inside that budget.
  • If you need more complex, ongoing support, Support at Home replaced Home Care Packages from 1 July 2025. Grab rails and other home modifications are funded through its Assistive Technology and Home Modifications (AT-HM) scheme, which is tiered rather than a single pool: the high tier is A$15,000, and more is available where assessed needs require it. AT-HM funding doesn't accrue, and is generally available for 12 months.
  • The Single Assessment System is now the entry pathway, replacing the older RAS and ACAT assessments. Your assessor can refer you directly to a provider.

SWEP (Victoria)

  • The Statewide Equipment Program, based at Ballarat Health Services.
  • Funds minor home modifications for eligible Victorians whose needs aren't covered by NDIS.
  • OT-prescribed; the installer fits to the SWEP prescription.

TAC / WorkSafe / DVA

  • TAC: transport-accident victims. Grab rails are covered as part of home rehabilitation.
  • WorkSafe Victoria: workplace-injury claimants, same arrangement.
  • DVA: veterans access rails through the Rehabilitation Appliances Program (RAP).

How to start

  1. Over-65, no package yet: call My Aged Care on 1800 200 422 or register at myagedcare.gov.au. Ask for a Single Assessment System assessment.
  2. Already on Support at Home (or a former Home Care Package): ask your provider about the AT-HM scheme for a grab rail job. They'll engage an OT.
  3. NDIS participant: ask your support coordinator or OT to draft a scope of works. Send it to us.
  4. TAC / WorkSafe / DVA claimant: ask your case manager or scheme OT.
  5. Pensioner but not on NDIS or Support at Home: check CHSP eligibility (My Aged Care) or SWEP eligibility (if you're under 65 with a long-term condition).
